All olympic sports are required to maintain a MANDATORY anti-doping progam at the national and international level. Yes, pot is banned by the anti-doping policy.
I don't think the federation part is a big deal - chicken/egg type thing. I don't think you need an IF to have an exhibition, but if your sport is approved for an exhibition, you better hurry up and establish an IF.
Another point is IF's (and national federations) are independent, non-governmental, non-profit organizations.
And Nick, actually, I'd bet my bottom dollar that if anyone tried to seriously do it they'd try and keep it as secret as possible to prevent other paintball people from "interfering". Sad, but true.
