One question (as I read through them):

10.08 Padding in garments will be limited to elbow, forearm, knee, shin and hips, provided that the padding has not been modified from the manufacturers original form. Any other soft padding in garments is prohibited.
So what does this mean for the DYE tops with the padding on the shoulders?

A lesson in Logic 201:

The garment has padding on the shoulders. The rules say, "Any soft padding in garments is prohibited."

What can be deducted from this?

much the same as last year i would guess. - You can wear them but without a second layer underneath.

I wouldn't bet on it. If you read the rule just the way it's written you can only come to one logical conclusion: garments with soft padding in the wrong places will be prohibited.

We who judge have far too much to do besides digging through people's clothing.

Why is that, Pete? Are you folks in the NPPL going to get that rule removed or reworded?

Since I'm going to be involved in the practical application of the written rules in the Millenniium Series then I think the rules should be consistently enforced or removed.

Steve - thanks for the tounge in cheek commentary there ... really appreciate it. On the face of reading the rule the only interpretation that can be taken (of course) is that DYE tops are illegal under the 2k4 rules.

My comment was mainly aimed (along with an email I've sent to the NPPL) to see how a piece of equipment that was allowed last year (especially considering the number of teams that are sponsored by DYE) was being viewed.

On a seperate note ... with the closer relationship between NPPL & Millennium now can we make an assumption that these rules are the ones being used in Europe in the non-Xball games?

Please don't think the sarcasm was aimed at you. It is just that the major leagues introduce rules, often for the purpose of cutting down "grey area" cheating or for making it easier for the judges to do their jobs, only to have them backed away from or ignore.

Unless I get overridden and insomuch as I have the ability the rules are going to be followed and enforced consistently in the Millennium or said rules will be pulled out.

Concerning Millennium and NPPL rules, the exact ways they may differ is being worked out now. Joern Windler is at the front of that work.

Good. Then the rules regarding garments with padding in the wrong places stand for right now because that is what's written in the 2004 NPPL rules that were announced on the NPPL website.

As the rules read we who judge have no choice but to enforce the rules regarding:

§ tops tucked in under packs

§ no pink or orange in players' uniforms

§ no metal cleats

§ clear hoppers won't be allowed after 31 July 2004.

...just to pick a few.

So, Pete, I'm curious. What's being hasty about answering questions about the interpretation and enforcement of the published rules?

I think it is important for those playing Millennium events to know as early as possible that we are going to make every effort to be consistent across the board concerning enforcement of rules unless we clearly say different in the captains' and judges' meetings.

For all captains, please feel free to ask questions at the captains' meetings if there is any area of doubt or e-mail me.
