That wouldn't stop them filling an un-tested bottle themselves from a dive tank? I think the revised rule is a wise move, and seller should get most of testing cost back due to bottle having higher re-sale value.the point is that sites, training grounnds should also check all equipment to be used on site!! if its not in test, it doesnt get filled!!
i can take the point of trying to reduce accidents! fair comment, but when buying second hand this will always be an issue! if it turns up damaged, you go back to the seller!
and seeing as it needs to be tested before you get it filled or use it irt wouldnt pass the test if damaged!
