I've seen the graph elsewhere with the markings on, and it's pressure against time - showing how quick the regs get back up to pressure.
When I first saw the graph I thought it had to be a huge reg to be dropping that little and recharging that quick.
Although I do wonder if the test involved one of those extension thingies that PC mentions - would leave a bigger resevoir of reg'd air on the low pressure side, so the reg has less work to do to get back to settled.
