If you are aiming to target the universities and colleges why not approach the existing paintball teams who are playing in these leagues to see how they managed to get the university and or student unions to back/support them and give them access to facilities. As we all know paintball is an unconventional sport and might take some doing to get a foot in the door.

An example of the academic institutes backing such team, Im sure I once read something on here from Kitty explaining them using sports halls and re-balls for training purposes to keep their costs down.
