unless of course, youre thinking about checking on someone's address through their I.P address. which is well within the public domain to do but, i believe you'd have to be a mod to see I.P addresses

Even then unless someone has a static ip then it isn't worth anything unless you request details from the ISP of who had a released address at a particular time.
Even if it is a static IP address as well this is just a broadcast address and could have any number of people or machines behind it...
