theres a company in north wales somewhere that do the testing for medical equiment bottles that i have used before, i found them via a dive centre in manchester, i think they charged me around £15 for a test and it was back the next day.
however if you are going to have to travel to get a bottle tested, or pay the postage then hpac is the best option as they will have it ready and waiting at your next tournie........im dropping a couple of bottles in with them at the weekend
