In fairness, goggle fans are really there to keep your lens or glasses from steaming up, which is what they do. Blowing a breeze into your frame to keep you cool is a side effect.
If you go down the big CPU fan route, you'll dry your eyeballs up and get conjunctivitis.
Using the fine mist route will, I guess lower what you can see (you're spraying water into eyes and misting the inside of the lens), and probably increase the relative humidity inside the frame, creating a micro climate due to a lack of 'through' breeze. Good for tomatoes and cucumbers though
