Does it have 1 second ramp restart?
If so then you could use PSP mode.

Millenium change their firemode rules more often than I change my pants lol.

Really the simplest answer is just to get your chip flashed to the 09 version.
Then millenium will be millenium and you dont have to worry about it being incompatible.
Except the runaway gun rule only allows for one extra shot once the trigger is released, not two like PSP will!

Cap for the NSPL round 2 is 12 so setting it at 11 will be OK, I use a stock etek for my main marker and have that set on Mode 5 which is a 7.5 bps pull to ramp, with an 11.9 bps cap. It was OK last year for the masters so I'll carry on with that.

The Dm4 is there for a backup and I'll use the mill setting with 11 bps for this round, dropping them both down to 10 (or 10.4) for the next one, keeps things nice and simple, I seriously doubt I could get ramping to kick in by the second or third shot.
I would check with Syd on that one, post up in the NSPL section of the Tournament forums (he's on site setting up at the moment but will probably check the forums later). Last year the old Mill ramping capped to 12 was allowed but everyone has had a year to adapt now so the rules may be a bit tighter.

I've checked on the forums and acording to the posts the cap for this round has been left at 12 as it was felt it was too short notice to change it. All subsequent rounds will be at the lower 10 (10.5) bps setting. Both my markers can be set to these bps limits.

The first three shots in semi auto I would have thought would be almost a default on just about any marker unless you've got some fancy breakout modes setup as the marker needs at least two shots to start working out your pulls per second in order to get ramping going.

Ace chip has a single safety shot setting on millenium mode. PSP is a completely separate fire mode with it.
