It's a fibre wrap, although not carbon. Dont think many cylinders are actually warped in carbon (possibly stakos?).
So while semantics force me to say no, I'm pretty sure it's what you're after as It's the same material as 99% of fibre wraps and one of the most quality air systems around.
I will also mention that it is a Low Pressure reg, meaning that the output pressure is lower than a high pressure system (The actual air held within it is at the same pressure).
While low pressure is fine for 90% of guns (actually it's better as you can use the air to a lower pressure before you start getting shoot down), if you have a mechanical gun or a sypder style gun then it wont function correctly.
And sorry if I sound patronising, I'm just guessing that your a beginner and dont want to sell you the wrong thing
