I doubt that these proposals or legislation would include an out and out ban on paintball markers or air rifles. At the worst I would think stricter controls on the useage of paintball markers and air rifles would be brought into effect. Paintball markers are covered under the same legislation as air rifles.
Police forces and government are more concerned about replica firearms (bb type guns) and air rifles that can be used to harm or intimidate others. Especially replica guns that can be converted to fire live rounds (a suprisingly large number).
In law, anything that a victim is led to believe is a real firearm is treated as a firearms offence. For example if you go and rob a shop with a hammer in a plastic bag and tell people it's a gun - you are commiting an offence of armed robbery with a firearm. So basically anything that can be made to look like a real gun can get you in trouble. Just make sure no-one you know robs a bank with their latest electro-cocking-super-duper-bish-bash-bosh paint chucker!
Voicing your opinions in a sensible and coherent way is the best thing to do - I doubt you will have too much to worry about though. Although i could be wrong!
Get a load of big f*ck-off horses, load of mangy old dogs, dress up in silly red jackets and chase cats/foxes/pedestrians in Peckham. He wont worry about your angel or spangly new e-blade then.
