After speaking with Frazer it turns out that the LPR was in fact to high, I removed 2 shims, put it back together and the leak has stopped. Sweet!

Do you mean that the input or output pressure was to high?

The LPR was set too high (the lpr's output), the slot in the flash manifold is the LPR vent hole.
