1--not complicated, just skeered (or more kindly, shy). A)--they get you outside the store and away from other customers cus it would be horribly embarrassing to get shot down in front of a bunch of strangers, and B) they're hoping you might strike up a conversation on the way and give them a reason to screw up their courage and say something.
Either that or they're suffering some unseen withering or paralytic disease and really can't carry their own bag of spuds.
