Test labels vary.
The shop are in the right to ask for more information if they are not sure on the test label.
When it was tested a certificate will also have been issued, you could contact SAS Ltd

The cylinder ought to be marked with the test date, tester and their Idest number
You sometimes get the blue Idest neck label accompanied by a label as in your picture

I see no SAS Ltd, but there is Safety Air Services of Southsea

However do note that your label is for June 2009. The law on testing changed on 1 July 2009

The bit where they have you a free scuba bottle sounds a little funny
It may be the case that they are looking at the date & label and are a little unsure.
If they've given you a short date scuba cylinder they could be working around their doubts of your label
It's illegal for them to fill an out of test cylinder, if they fill the scuba cylinder instead then it's not their problem
