How often do air bottles need to be tested?

the law states 5 years for c02 steel/alloy tanks and 3 years for fibre wapped tanks regardless of what your doing with them.

and i dont know alot about testing bottles but my dad is a diver and he should know?

Wrapped around a steel bottle to allow the higher pressures IIRC.
