Even with DHCP you will often get the same IP address. Some systems (and this can be set by the administrator) will 'hold' a specific IP address for a particular computer name or MAC address for a certain length of time. Failure to log on after that time has expired releases that IP address for another user.

One thing that can't be changed (without hardware replacement) is the MAC address. Not sure it that can be checked and blocked.

I didn't read all the post here. But I know in certain chat programs if you ban an IP it sometimes bans all users at that IP. Thing is why the hell would that guy go thru all the trouble to register to talk smack and get banned again!
