It should only come up with that kind of message if your registering ANOTHER account with that CD key.
I say give the guys at steam an email, you get a reply back in about a day

wel theres something wrong with my steam and i cant see whats inside the windows of it. So i went and bought cs:s and now cant register it as i cant enter it into the window. Highly fustrating, and iv tried reinstaling and everything and it just doesnt work.
