It's a bank transfer and therefore no longer paypal (did i mention I'm a law student?...forgot that part)
That brings it clearly under UK jurisdiction (paypal is disputable) and you have already satisfied all the criteria for fraud (pick up a criminal law textbook for them...I would be wasting my time).
If you were to cancel it then yes, fraud it definitely is.
