i'm pritty sure 'peanut' tanks are only made in 4.5k PSI, you may want to make sure you have a 'peanut' tank as i think no one makes or ships them to England

Peanuts were predominantly made by Dye and are all 4500 tanks.
70s are shorter and fatter then normal 68s.
Dont bother buying a 70 if you have a 68 as it wont fit.
And from what i remember the 70s are not sold here as they are only DOT tested and dont qualify to be used in the UK.

The psi rating has nothing to do with whether the cover will fit!
There are 3 shapes of tanks!

0.8L 45ci
1.1L 68ci
1.1 68ci stubby (peanut)

The difference between the normal 1.1 and the stubby is as the name suggests. The stubby, peanut bottle is shorter in length but slightly wider, hence the name.

Draxxus make a stubby bottle that is pie tested and available in the UK.

JoshDV, what CRASH said is correct, the psi rating has nothing to do with whether the cover will fit!
It only has to do with the air you put in

Its more to do with the shape and ci.
Is yours a normal fiber tank or a steely?

And Draxxus does make a stubby bottle but thats a 68 and not a 70 right CRASH? Cant remember.
I think the only 70 stubbies made are by Dye.

JoshDV, why dont you just post a pic of your tank and we will try to tell you if it fits.......
