Sounds to me like the In-Line adjuster piston is damaged, look to see if there is a little black plastic bit in the top of it, if it's not, or is loose/damaged then there is you problem!!
Might be worth checking that all the bevell springs are in the right way as well, and lubed up...................
Also un-wind the In-line adjuster screw and check that there is two o-rings on there!!
But what would i know? I only build them for a living
