Try using a bench vice with soft clamps (or get some type of thick rubber material, like maybe a thick mousepad, to wrap around the reg if you don't have a vice with removeable clamps), then using either brute strength or a strap wrench, turn with all ya got. If that won't do it, nothing will. There's also the possibility that the two halves are loctited, in which case heat would weaken the bond and make it easier to unscrew.
