Yep, that's right.
Polycarbonate paint is used on remote control car bodyshells. It bonds itself to the plastic and won't crack or flake off if the plastic bends. I test sprayed half a coke bottle and found that i could fold the bottle in half and the paint wouldn't crack.
Strip the hopper down until you just have the plastic parts and all electrics are removed.
Wash the "inside" of the hopper with a very mild washing up liquid solution, wipe it dry with clean tissue paper and don't touch the insides with your fingers, as the oil on your skin will stop the paint sticking.
Dry the inside thoroughly with a hairdryer, until the shell is warm and there's no trace of moisture.
You then need to spray the "inside" of the shell with your chosen colour. Do it in light coats and if spaying an egg, make sure you spray from all directions as you will miss bits behind the reinforcement ribbing.
What you spay is up to you?
Mine was a silver metalflake base coat, backed with the blue pearl and then a coat of clear to seal it, but then you need an airbrush to do that, but i picked mine up for around a tenner.
If your clever you can mask things off and have several colours and stuff like that
