I was under the impression that it was random? None of us had our prints or photos taken when we went to Frisco, HB or Denver, but a few other Brits in the queue ahead of us had theirs taken.

it might be random now, but its meant to be for everyone (on waiver programme) as of 30 Sept.

So if you went to San Diego or Miami in Oct you would have it taken regardless.
