Pretty sure a team in last years div1 didnt want to play spl and said no thanks to their spot. Not entirely sure though.

No, your right. There was one spot available at the start of this season. But the team that took it had to pay the 5000 Euro transfer fee, which was a bit cheeky of the Millennium Series after they specifically said that the transfer fees were not put in place to make money, but to discourage teams from dropping out of the division.
