Two divs (of 7 and 8) double round robin sounds good to me? making 12 games for the smaller div and 14 for the bigger (I say higher div get extra games, cos they are more likely to pay less for paint

This is how it is going to be, honest.
Two mixed groups of 7 & 8 that makes 6 & 7 games in each group respectively, then depending on scores the two groups will be split into 3 divisions of 5 (are you still with me) that makes a further four games each.
