Is the Breakout Division not just a reincarnation of the M5 Format of yesteryear?

Basically yes. Only difference is the start gate is wider to allow players better chance of making their primaries to allow newer players more play time than getting shot on the break. Its awfully similar (exactly the same) as a division that CPPS ran last year and they are doing so again this year for new teams, with a very similar (exactly the same) name.

so i assume they are using the same layout?

Yep same layout, but the start gate is wider. Otherwise everything is the same.
