go to a dive shop they will fill your tank with air it costs at most places tho like £1.50 for a 4500 psi fill

A drive shop will just fill bottles with compressed air rather than oxygen.

You will also need the fill rig to get it filled at a dive shop.

divers and dive shops use compressed air not oxygen on its own mate and id always run a cocker on HP air.

DO NOT USE OXYGEN!!! Use only compressed air (breathing air) or nitrogen (not so common over here).

Dive shops use breathing air - as nearly all divers want to do under water - is breathe .

The throttle is set at HP and can't be changed. Do not try to change it - you can damage it beyond repair.
