Actually, the answer to part one is no and the answer to part two is yes.
One Xball advantage they have is the players don't know any better and by that I mean they do precisely as they are trained to do. They don't worry about what is possible or what they think the conditions may dictate--they do as they're told and some of them also have a real flair for the game besides. The result is 5 players working in concert or the next closest thing to it since they are always fulfilling their individual roles in the corporate plan. Back that up with very solid coaching that learns quickly and responds acordingly with very good decision-making. The result on the Chicago field was extremely efficient, faster paced play than many of the other teams seemed to believe the layout offered.
Every event they learn more and bring that knowledge to bear next time but even so--
They can be beat. For a half Trauma figured out how to slow them down and play them head's up. In the second half however the Legion adapted, made alterations and Trauma had nothing to counter with.
Top to bottom a number of the NXL teams have the rosters to compete but they don't the structure or quality of coaching the Legion has right now but in a sense that's good as it forces everyone to learn and get better if they want to compete.
