I'm not sure what kind of test standard is used on Dye Bottles, if it's HSE or CE test or Pi (the european standards) and it's in test, then there's not problem, and if it's a dual test with DOT or HSE that's fine too.
I've just got off the phone with HPAC (http://www.hpac.co.uk) and they will fill ALL BOTTLES THAT ARE IN TEST, inlcuidn DOT.
Things are going to change next year, and DOT bottles will not be allowed.
But for this year everything goes as long as it's in test.
And if you're using an out of test bottle, then you're a freaking idoit... so get it tested!
