Fiddling with the screws wont make it any quicker. Just set it up so it fires, and work on your accuracy. Thats what will win you games, not 15bps.

please don't get a new barrel it is really not worth it. It wont shoot further or anymore accurate that the one you have. Just buy paint and go play.
I dunno........ Some barrels can make a pretty decent difference.
But i'd have to agree with you to an extent, it's not worth upgrading if you can't afford to go, despite how tempting it can be.

Some did suggest getting a invert halo II, this is ideal, but you may have to buy it new.
Or if you go down the used route look for , halo b, reloader b, halo v35, reloader b2, prophecy, rotor, magna, pulse, torque.
