The Impulse Equalizer isn't out yet, no. There is no release date set for it, although I have it on good authority that Jim was expecting to START production of the boards in early July (which would indicate an early August release). The first batch will be available only from http://www.e-paintballoutlet.com/ and http://www.wickedairsportz.com/ but as there will be 10000 produced initially they should be available from the usual online sources pretty quickly after release.

I suppose when you make a superior product that many people demand, you can set your own terms and tell those who don't like them to take a flying leap.
I've spoken to a couple of players who've used the WAS boards on their Imps (Rat Factor team members) and they have nothing but good to say about the boards. "They rip" is the universal conclusion.
