It is not that they are 1" ahead, but 1" back...if the idea of the game is to advance down the field to the opposing teams flag-base, how is a 1' head-start not an advantage? At what distance would people consider it an advantage? 2'? 5'?
If it's no big deal, why don't they let people start a little bit ahead in the 100m Olympic finals?

From my point of view, rules must be enforced. If people keep doing it is because it is not enforced. Even if there is no harm done or there is no advantage on it, it is a rule. If it is not a big deal then drop it from the rules....
The valid reason is that if the flag hanger is called out and you need to "hang the flag" you'd have to turn your gun on again! This could (especially back in the days of 'cheat' software) alter the mode/rate of fire or even velocity!
