Not uncommon. You see it all the time. I know more than a few players who do it--though I'm unfortunately not one of them.

is there a rule regarding how tightly padding must be fastened to the body? What about deliberatly moving the padding during the game?
NPPL rules read like Mil rules. PSP, don't know if it's currently covered but in the past nobody made a big issue out of it. However, photo in question posted by Manike is NXL so by association at least one might infer PSP still doesn't care.
