Although, if they do drill a hole in your bottle, you can demand they give you every last grain of metal/kevlar from the bottle ;)

Surely there's a difference between failing its test and not passing it? Because the guy's not even tried to test it, he's just taken one look at it and drilled a hole in it. The bottle is not necessarily unsafe for use, just not legal for use in that country. So if a bottle is tested and fails, then yes he should render it unusable as it would be unsafe to use. But if he gets one with the wrong label, he should return it in its original condition, with a note saying it is not legal for use in this country (but still charge the full test fee, of course ;) ). Then the owner has the opportunity to sell it to somebody who could get it tested and use it legally.

The new owner of the bottle couldn't get it tested without taking it out of the UK anyway, as no registered UK tester is allowed to test DOT.

The lab acknowledged that they probably should've returned the tank and said they'd get a new one to him...that was what, 3 or 4 years ago. I believe, looking at it from a liability viewpoint, it's safer for the lab to just drill a hole if there's any doubt. Yes, I agree that he should've just returned the tank with a note. The pisser is that the reg body has non-standard (at least in the US) threads. Oh well.
