I think a lot of places are doing that at them moment but don't think it is yet legislation

It is possible if it is cross threaded for it to have damaged either one or both in the worse case... depends how easily they part company really

With the length of thread going into the bottle i doubt you would have got it that far on, if it was cross threaded. It's more likely to be stuck on something.
