He is pretty sure it has air in it as at the CC it was over filled, its a 3k psi bottle and was filled to around 4k psi.

Doubt it chris as most guages are designed to show upto 5000psi and chillys one goes up to it. However not sure the differences in the 3000psi and 5000psi Regs on these bottles, quite sure they are the same internally but 3000psi will a lower strenght componets??? Im probly miles off tho. Is their anyway you cud burst the burst disc with a pin or something?
Its never gona effect the guage as that goes up to 5k psi, but it may effect the pin.
I have to say i would recomend just taking a pin and piercing the burst disk, the lower pressure one of the 2. Point it in a safe direction and give it a bit of a tap with something. It should pierce the burst disk, which in tern will blow out all the air and then you can send the reg to tom allen as he is a bit of a god!!
