Also, as you suggest, H-Pac is a big compressor however there are also some big air tanks inside the truck which store air at something like 6k. These tanks provide the air for the self fill station, the air doesn't come straight from the compressor, this allows for lots of people filling at 4.5k, if the fill station were to be run directly off a compressor, then the players would have to sit and wait for the compressor to slowly pump out compressed air and fill their bottles, but with the H-Pac system, you can open up the valve quickly, and the pressure equalizes in no time.

Good HP compressors are really expensive and don't even come near a grant! The cheapest new compressor i've seen cost about 1500 pound. This is a HP compressor with a relatively low compressing rate, so filling a bottle takes a while.
And buying a secondhand, usually means buying crap.

There are lots of compressors that run fine without a generator, but most do need 380 Volt, 3 fase.
Buying one yourself is doable, however i would suggest that you would make sure all you're friends wil be getting there air from you, otherwise you will spend a lifetime earning it back.
Also if you want a complete setup, bring a truckload of cash, because everything that even has a remote link to HP will cost you a small fortune.
