I would give hpac a ring and ask them if they would allow you to fill this bottle at their fill stations.
Yes you could fill a bottle that is tested to a larger pressure with a lower pressure, i.e. 3000psi in a 5000psi bottle.
Also check that hpac would test this bottle when it is due to be tested, probably in five years time if it's new.
Testing stations will be very fussy when testing high pressure bottles, and rightly so, and it has to be a hse or CE bottle to be used in this country.
