if i bought the dive tank, would i need to buy the fill rig too or is that a seperate / spare / unrelated kinda thing?

The tank price does not include the fill rig. A fill rig is required to fill up your small paintball tank.

how much test is left on the divetank and what is the lowest you will go on the bunkers if bought with the tank?
