Not sure if I'm doing this right, but the maths tell me that the best fill you could get (assuming the two tanks are the same size) would be 2250psi, since the contents of the 4500psi tank would be equally distributed in twice its original volume, so half the original pressure.
Better than nothing, I suppose, but the next fill would only give you 1125psi (assuming you'd completely drained the 3000psi tank in the meantime.)
Or are you actually taking about filling from a proper 4500psi bulk tank? If so then the answer is yes, but obviously you have to be very careful not to overfill.
