Maybe one theory would be that 12bps means that it is a bit harder to keep lane as tight and such games last longer and you use more paint in the long run?
That doesn't make any sense - if it's harder to shut down a lane, then more movement is possible, making the game faster not slower.

If I can put out 20bps on a lane, then there's no way someone going to risk running through that, if I can only put 8 bps out on that same lane then it doesn't look nearly as risky to attempt a move.

Likewise, for domination - once you've put someone in, the more paint you can shoot shuts down the chance for them re-asserting themselves and trying to shoot you out.
