Yup that's what the timing setting says 15.4 for Eyes on and 15 for eyes off, tried a new battery as well.

After firing with air and paint what is the eye symbol showing (0) or () means their working [] means they've faulted.

Clean your eyes.
Or..I have found that the eye wire, can snap, inside the red heat shrink that goes up t the actual eye (two per side)...give the wires a tug while holding the eye and see if they are broken or almost broken...you can resolder them if you need to...check they are plugged in fully.
