13BPS cap? Turbo Modes?

Ok, i've played for awhile now, but i've recently come along some stuff from UKPSF (Or whatever its called) saying that you not allowed to have a paintball gun firing over 13bps and no assissted trigger pulls. So basicly ever single paintballer in england is breaking the law with ramping and whatnot?

it doesnt make it iligal to my understanding just not legal in UKPSF tourneys.
