I just payed for something by Personal > Payment owed and it charged me a fee, whereas with Purchase > Goods i am not charged a fee, but this is contrary to the advice in the OP?

Sounds like you paid by card rather from an exisiting amount in your account..correct?

You are not charged as the payer, only as the recipient as I understand it. If I'm wrong, someone please let me know.

yep - you/they will be charged for personal payments made by card rather than paypal fund/bank account - even if the card is the debit card for your linked bank account.

buyers do not ever incur fees unless they opt to cover them.
