Don't be put off too much by the nay-sayers. The town I used to live in has a 10-day fair every year, and one of the things there for the last few years, has been a paintball shooting gallery.
It works the exact same way as a regular shooting gallery, there are no goggles, no netting, nothing. After all, how often do people get shot outside a normal shooting gallery? That's right, never.
The people running it are smart though. The target you have to shoot is a pyramid of small "cans". But they are actually made of solid metal, so they weigh a lot and it takes more than a paintball to knock them over.
As far as the drunk punters go, they get those too. The last day of the fair is traditionally a citywide party where everybody gets insanely drunk. This starts so early that they have to close the pubs between 1 pm and 4 pm, for fear of people drinking themselves to death. There are usually numerous fights, the occasional stabbing and what have you.
Yet nobody's been shot with a paintball or a pellet from a BB gun, despite having them on the fair...
My advice: Think your idea through and see what it takes to get it done. If you can't do it, you'll have already done more than most.
