The only place I've found still doin these is in the US.
Can't remember the link though as it worked out really expensive.

The 3.5 oz tanks run under the 2" radius law, so they don't need retesting, thus I don't think it matters if they're DOT or Pi

Edit: under further inspection, it is unclear whether dot tanks not requiring retest can be filled in Europe. For now, i'd say not...

Here is the thread, but I seem to have ignored the parts that say it is directly referring to DOT bottles.

Sorry, this seems like a grey area, and where high pressure gas is concerned, i'd stay on the safe side...
