JT bottle cover

Ok so my bottle cover arrives from across the seas ( last time i EVER do that ) i ordered a 68ci bottle cover.

Go to fit it on and it seems rather tight and sits about 2 inches below the reg ? is this right ? further to add insult to injury the little velcro peice that is supposed to go across to hold the zip in place is hanging on by a thread, even if it was together there is no way in hell that it would reach to the other side to velcro in.

I would say its the wrong size, but I'm no expert and I can't physically see it and see how stretched it is etc.
