Time doesn't exist. It is a concept created by the human mind in order to make sense of what we do in terms of placing it into a sequence of events. It also helps in terms of commercial activities. The fact that we have 24hours in a day, 60minutes in a hour, and 60seconds in a minute is effectively a made up system. Sure we measure a second by so many vibrations of a caesium atom, but that's just so we have a constant. It's like the concept of a metre. You can actually go and see the original bar which was decided would be used as the basis of the metric system. The length of this bar was called a metre, which was then divided into 100cm and 1000mm.

As to why the book says 23 hours 56minutes, that's because we have a time system which is not reliant on the earth's rotation around the sun, which varies ever so slightly due to reasons stated by Tom Allen. This figure is an average.

roman calendar only had 10 months of 30 or 31 days.
winter was extra days beyond those calendar months.
I believe the Roman calendar is known as 'The Julian Calendar' no doubt after the eponymous Cesar and the modern calendar as 'The Gregorian Calendar' after Pope Gregory xiii, yep its here: http://en.wikipedia.org/wiki/Gregorian_calendar

However, the months being lunar cycles more or less maybe there should be 13 months in the Calendar?

the Julian calender was the original 12 month calendar, later ammended and replaced with the gregorian calendar.

the original roman calendar predates this by several centuries.

Here's another wierd one, as there's 12 months in the year and January is the 1st month and december is the last month explain this.

2. February
3. March
4. April
5. May
6. June
7. July
8. August
9. September - Sept = seven
10. October - Oct = eight
11. November - Nov = nine
12. December - Dec = ten

It seems December was the 10th month

It's emperor Augustus' and some other dude's fault. They ensisted on messing things up by each adding a month named after them.
