Well if you are looking at the attached image, and the spinning part no.3 (offical part name for this is the "swivel") then as others have said its suppose to do that.

Nah, rayko, that isn't the bit that's swiveling. This is the bit that's swiveling:

well if it is that bit, take the reg off, look in the hole you just took it out of (the FRM(front regulator mount)/VA (vertical adaptor)/ASA or whatever you want to call that piece) - there should be an allen screw - get the appropriate allen key and tighten that screw as much as possible.

just simply tighten it when i got mine and it swiveled around and i though it was borke lol so just tighten it and it will be fine

then the allen screw i was referring to is not the one on the reg but the one that connects the FRM to the body.
