what are they supposed to have bubbles or not..:confused:
Well...Stacko say, that because the bottle has a flexible plastic liner, if you empty the bottle...when you fill it, some air will be released THROUGH the fibre wrap, as it is expelled from the void between the liner and the outer shell.

But, if it has a constant stream of bubbles, then you have a leak.

Mine did, but it was around the neck and turned out to be the o-ring on the reg was pants (not the front o-ring).
 
Like Skeet says but an easier way to understand it is,
If you have a car tyre with tube and its flat, air will build up inside the tyre BETWEEN the tyre and tube.
When you re-inflate the tube the air thats trapped between has to go somewhere, so the tyre is designed to let it escape through the outer wall.

How do you fill it slowly? Keep turning the tap on and off?
and do you stick it ALL in the water? including the reg? (as someone else has said) or just the bottle?

Why the reg???
It cant let water in and if you play on astro with puddles surely at some point you will end up lying or sliding in one??? Im sur companys would test for that reason
Like I said I have dumped the WHOLE tank in the bath many times (as well as my goggles to clean them and people say you shouldnt do that either)and no probs. Its an easy way to tell if your fill nipple or guage is leaking.
